⛄️ Who is the ‘Blizzard Man?’
March 18, 2026 · — Rob Thomas
Good morning, Madison! How much do you really know about Madison? I mean really know? I thought I knew a lot. But then on the City Cast Madison podcast today, we invited Madison bar trivia host Paul Guse to quiz host Bianca Martin and me on local trivia.
We had a great time, but it was tougher than I thought! Give it a listen, and then read on in this newsletter for more trivia questions about Madison 🤔

What's CITY Talking About

⛔ Century-Old Marker Removed From Indigenous Burial Mound
- Madison Parks employees took away a stone marker dating back to 1915 that designated an indigenous burial mound located near Lake Wingra and Edgewood University.
- The department has been working with Ho-Chunk Nation and Wisconsin Historical Society representatives as part of a statewide push to remove such markers. Why? Such effigy mounds are considered sacred ground to Ho-Chunk Nation, and in addition to attracting visitors to walk on them, the markers often contained inaccurate or dated language.
- Wisconsin is home to the highest concentration of such mounds in the United States. Dane County at one point had 2,000 to 3,000 mounds, but about 80% have been destroyed. [Cap Times, City Cast Madison]
🎥 New Film Office Hopes To Put Wisconsin On the Big Screen
- Attention Hollywood! The Wisconsin Department of Tourism’s new Film Office is up and running, hoping to attract film and television productions to the state with the help of $5 million in annual tax incentives.
- While Wisconsin in the past used tax incentives to attract movies like Michael Mann’s “Public Enemies,” the program was terminated under former Gov. Scott Walker, leaving Wisconsin as one of four states without a film office and one of 14 without tax incentives. [Fox47]
🖼️ Muralist Says He Still Hasn’t Been Paid For Madison Projects
- A Milwaukee artist said he’s spent nearly a year unsuccessfully trying to get paid for two large outdoor murals he created for Bakers Place Apartments on East Washington Avenue.
- Janson Rapisarda, who paints as “Jan the Voyager,” was commissioned by Neutral Project LLC, managed by the Madison Public Art Project nonprofit, to create the two murals celebrating the neighborhood’s heritage by depicting images such as the old Gardner Bakery that gave the apartment development its name.
- The project was finished last September, but Rapisarda said he is still owed over $54,000. In emails obtained by News 3, Neutral Project told the artist that payment was delayed because a new buyer would cover the costs. [News 3, Art Dose]
It's overwhelming and disheartening to imagine a world where the work that I'm contracted and encouraged to do, I'm not compensated for the time that I put in.

📰 Extra! Extra! “Is Blizzard Man real and can he hurt me?” City Cast Madison senior account executive Chris Adams recently asked. After Sunday’s blizzard, Connie Kolpin looked outside and saw the blowing snow and high winds had created a face in one of her trees.
She dubbed it The Blizzard Man, and, no, Chris, he can’t hurt you. Judging by his expression, even he looks a little surprised to be experiencing a blizzard in March! ☃️
